This week we begin in government: the National Institute of Environmental Health Sciences has hired Carolyne St. Louis as deputy ethics counselor. St. Louis comes to NIEHS from the University of Florida, where she had been assistant vice president for conflicts of interest for 18 months. 

Octaura, a trading platform for syndicated loans and other financial instruments too exotic for my understanding, has hired Joseph Lodato as chief compliance officer. Lodata comes to Octaura after nine months at Lime Financial, where he had been chief compliance officer; prior to that he held senior compliance roles at and Guggenheim Partners

complianceDaVita Kidney Care has hired Wendy Harrigan as a compliance manager. Harrigan comes to DaVita after three years at CareWell Senior Primary Care, where most recently she was manager of risk adjustment coding in the U.S. southeast region.

Marcela Salcedo has a new role at Pepsico, sliding northward from compliance and ethics director for the Andes region to compliance and ethics director for Mexico. Salcedo has been with Pepsi for seven years. 

Becca Hall is joining Victoria’s Secret as senior legal analyst working on third-party risk management. Hall joins the fashion outlet from Nestle, where she had been a senior ethics and compliance specialist since 2022. 

Down in Argentina, Virginia Frangella has joined Accenture as global director of ethics. Frangella previously worked at potato giant J.R. Simplot since 2019, where she had been global compliance director.

Citibank has promoted Shola Phillips to global head of compliance risk. Phillips, who has been with Citi in various roles for 11 years, was previously EMEA head of compliance for global functions. 

Insurance giant USAA just promoted Jeff Houde, from AML audit director to audit director for financial crimes. Houde has been with USAA for five years. 

Cenlar FSB, a large mortgage subservicer, just announced two promotions worth noting. Nicole Savage has moved up from business controls manager to business controls director; and Kimberly DiLeo has moved up from quality control and audit coordinator to director of issues management. 

And M&T Bank has promoted Shaun Reiss, from senior compliance analyst to BSA compliance specialist. Reiss has been with M&T for one year. 


Katayune Ehsani is celebrating one year at ByteDance (read: TikTok), where she is senior compliance counsel, based in Dubai. 

Brittany Hartman is celebrating one year at Home Depot as corporate ethics and compliance manager. 

Michelle Nichols is celebrating three years as director of compliance at Farmer Mac.

Candace Steele just hit five years as chief compliance officer at Colonial Group International, an insurance business based in Bermuda.

And for lack of anywhere else to put this news: Steven King, the former chief compliance officer of A1C Holdings, has been sentenced to more than four years in prison for his role in a $50 million Medicare fraud scheme. King had been convicted of the fraud charges earlier this year. He has also been ordered to pay $21.7 million in restitution. One wonders how he’ll explain that gap in his Linkedin profile come 2028.

Boston Beer Co., maker of Sam Adams brews and Truly hard seltzers, is looking for a director of regulatory affairs and senior counsel. Job is based in Boston.

Wayne Sanderson Farms is looking for a senior director of internal audit. Job is based in Atlanta. 

VF Corp. is looking for an ethics and compliance counsel. Job is based in Denver, with a salary range of $117,000 to $147,000. Looks like this job has been vacant for a while, and it was recently re-advertised on LinkedIn.
